For years, the old-school "single-speed" pumps were the industry standard. They turned on, roared at full blast for eight hours, and then turned off. Well, the state of California has been paying attention. To help lower the strain on our power grid and put some money back in your pocket, the California Energy Commission (CEC) has introduced some pretty strict standards under Title 24. These rules are changing how pools are built, how pumps are replaced, and: most importantly for you: how you’re going to schedule your pool’s filtration from here on out.

THE NEW RULES: TITLE 24 EXPLAINED
You might have heard the term "Title 24" mentioned by a contractor or a neighbor. In plain English, it’s California’s Energy Code. Its goal is to make buildings and homes as efficient as possible.
The biggest impact on pool owners right now is the mandate for Variable Speed Pumps (VSPs). Under current regulations, any new pool construction or any pump replacement for a standard-sized residential pool must use a pump that is multi-speed or variable speed.
Why the big push? Because a variable speed pump is the "smart" version of your old equipment. Instead of only having one speed (MAX), it can run at much lower, quieter, and more efficient speeds for the majority of the day.
THE 2026 UPDATE: WHAT’S CHANGING?
While the VSP requirement has been around for a bit, the "2025" Title 24 update (which actually goes into effect on January 1, 2026) is doubling down on how these pumps are controlled.
The new rules require that these pumps default automatically to their lowest filtration speed whenever no auxiliary loads (like spa jets or waterfalls) are running. This means the state is basically making it mandatory for your pump to be "lazy" whenever it’s not doing heavy lifting.
WHY YOUR OLD PUMP IS COSTING YOU A FORTUNE
If you’re still rocking a single-speed pump, you’re likely paying way more than you need to. Because these old pumps only run at high RPMs, they consume massive amounts of electricity.
When we switch our customers over to a variable speed pump as part of our Pool Equipment Repair and Installation services, we often see energy savings of up to 80% or 90% on their pool-related power costs.
Think of it this way: to keep your water clear, you need to "turn over" the water (circulate it through the filter) at least once a day.
- Single Speed: Does this in a short, loud, high-energy burst.
- Variable Speed: Does this over a longer, whisper-quiet, low-energy period.
The math is in your favor: running a pump at half-speed doesn't just use half the energy; it actually uses about one-eighth of the energy. That’s the magic of the "pump laws" (the physics kind, not the California kind).
SCHEDULING FOR SUCCESS (AND SAVINGS)
Now that the state is requiring smarter controls, the way you schedule your pool is going to look a little different. It’s no longer about just picking an "on" and "off" time. It’s about managing flow rates.
1. Embrace the "Low and Slow" Method
With California’s new standards, the goal is to have your pump running at a low speed for a longer duration. This provides better filtration because the water moves through your filter cartridges more slowly, allowing them to catch smaller debris.
2. Time-of-Use (TOU) Rates
Most California utility companies use Time-of-Use pricing. This means electricity is way more expensive in the late afternoon and early evening (usually 4 PM to 9 PM). With a variable speed pump and the right controller, we can schedule your pump to do its heavy lifting in the morning and drop down to its "whisper mode" during those expensive peak hours: or turn off entirely.
3. Automation is Your New Best Friend
The new standards are pushing homeowners toward better automation. We’re seeing more people move toward systems they can control from their phones. If you want to turn on the spa, the pump knows to ramp up. When you’re done, it automatically drops back down to the energy-saving filtration mode required by Title 24.
BEYOND THE PUMP: HEATING CHANGES
It’s worth mentioning that the 2026 rules aren’t just looking at pumps. They’re also coming for the heaters. Starting in 2026, solar or heat pumps will be required as the primary heating source for most residential pools. Gas heaters will still be around, but they’ll mostly be used as backups.
This is part of a larger state-wide shift toward electrification, and while it might seem like a lot of change at once, it’s all designed to make your backyard more sustainable and: eventually: cheaper to operate.
