THE QUICK BREAKDOWN: THE "TWO-FEATURE" RULE
If you are building a new pool or remodeling an existing one at a single-family home, California law requires you to have at least two of seven approved safety features.
Think of it as a "choose your own adventure" for safety. You don't need all seven, but you must have at least two to pass inspection and keep your home compliant.
Here are the seven options at a glance:
- A Permanent Enclosure: A fence that isolates the pool from the house.
- Removable Mesh Fencing: A specialized fence with a self-closing, self-latching gate.
- Safety Pool Cover: An approved power or manual cover that meets specific weight standards.
- Exit Alarms: Alarms on every door that leads from the house to the pool area.
- Self-Closing Doors: Doors with self-latching devices at least 54 inches high.
- Pool Alarms: A device in the water that sounds when it detects entry.
- Other Approved Protections: Any other device that meets the state's high safety standards.
WHY THESE LAWS ARE ACTUALLY A GOOD THING
It’s easy to look at building codes as just another hoop to jump through. But in California, these laws were designed with one very important goal: preventing drowning, especially for children under the age of five.
Drowning is a "silent" event, and it happens much faster than most people realize. By requiring two layers of protection, the state ensures that if one layer fails (like a door being left ajar), there is a second line of defense (like a pool alarm or a fence) to keep your loved ones safe.
Beyond safety, staying compliant is just good business for homeowners. It makes the home inspection process much smoother if you ever decide to sell, and it protects you from potential liability issues down the road.

WHEN DOES THE LAW APPLY TO YOU?
Not every pool owner in California needs to rush out and install new fences tomorrow. The law is primarily triggered by "permits."
You need to comply if:
- You are building a new pool or spa: From the moment the ground is broken, your plan must include two of those safety features.
- You are remodeling an existing pool: If you’re doing a major overhaul that requires a building permit, you’ll likely need to bring the safety features up to current code.
- You are selling your home: While the law doesn't necessarily force an immediate retrofit for older pools during a sale, home inspectors are now required to identify which of the seven safety features are present. Buyers and lenders often use this report to negotiate repairs or upgrades before closing.
If you’re just enjoying your pool and haven't pulled a permit recently, you’re technically "grandfathered" in: but we always recommend checking your local city ordinances, as some cities are stricter than the state.
A CLOSER LOOK AT THE 7 SAFETY FEATURES
Let's dive a little deeper into what these options actually look like so you can decide which two fit your lifestyle best.
1. THE PERMANENT ENCLOSURE
This is the classic pool fence. To meet the code, it needs to be at least 60 inches (5 feet) tall. The gap at the bottom can’t be more than 2 inches, and any gates must open away from the pool and be self-closing and self-latching.
2. REMOVABLE MESH FENCING
Popular for families with kids who might want to take the fence down once the children are older. This must meet ASTM F2286 standards and include a gate that locks.
3. SAFETY POOL COVERS
These aren't your standard solar blankets. A "Safety Cover" is built to hold weight (like a child or even an adult) and is usually anchored into the deck.

4. EXIT ALARMS
These are simple devices installed on any door with direct access to the pool. When the door opens, it makes a loud sound: or even a verbal warning like, "The pool door is open!" It’s a great way to know exactly when someone has stepped outside.
5. SELF-CLOSING, SELF-LATCHING DOORS
If your house acts as one side of the "fence," every door leading to the pool needs to close on its own and have a latch high enough (at least 54 inches) that a toddler can't reach it.
6. POOL ALARMS
These sit in the water or on the edge of the pool. They use sonar, lasers, or surface motion sensors to detect when something has fallen into the water. Note: wearable child "wristband" alarms are great, but they do not count as one of your two legal features.
7. OTHER APPROVED MEANS
This is a catch-all for new technology that might emerge, provided it’s tested and approved by the state.
